Very small limits need a tight crop
At 20 KB there is very little room, so every pixel should count. A photo with lots of wall above the head, or a signature floating in a large white page, wastes the budget on background. Crop close to the face or signature first. The result will be sharper at the same file size.
Signatures
Scanned signatures often come out grey, with paper texture and shadows that make them hard to compress. Converting to pure black and white first removes all of that, and a clean black-on-white signature fits into 20 KB with room to spare.
When the form also gives pixel sizes
Many portals specify both: for example, 200 × 230 pixels and 10 to 20 KB. Resize to the exact pixels first with the resizer (untick “Keep proportions” only if the shape already matches), then compress here. If the portal also has a minimum size, set the target just under the maximum so the tool does not overshoot downwards.
Check what you upload
Some portals reject files that are technically under the limit because they count kilobytes as 1000 bytes. If a 19.9 KB file is refused, try a target of 19.
